A community cannot flourish without affordable, adequate shelter for its citizens. The City works to ensure that all residents have access to the variety of housing options needed to thrive and prosper in Humboldt County. Through our Housing Programs, we strive to see that our neighborhoods are well cared for and maintained.
All City Housing program eligible properties must be located within the city limits of Eureka. These programs currently include:
Bid #2017-25 City of Eureka Seeks Requests for Proposals from Lenders to Provide First Mortgage Loans for Homebuyer Program
The City is seeking requests for proposals from first mortgage lenders to partner with the City to provide Homebuyer loans to low to moderate income eligible borrowers to purchase homes within the city limits. The City Homebuyer Program will provide a second mortgage down-payment assistance loan, up to $100,000, plus up to an additional 3% of the purchase price for eligible closing costs to fill the gap between the purchase price and qualifying loan amount from the first mortgage lender. HOUSING REHABILITATION Loan Program: Offers financial assistance at below-market rates to low -moderate income property owners for health and safety repairs from multiple funding sources (CalHome, Community Development Block Grants (CDBG) and Program Income, HOME Program Grants and Program Income, and LOCAL funds). STATE RENTAL REHABILITATION Loan Program: Offers loan funding available to rental property owners for minor repairs to multi-family residential rentals. Repairs must include basic health and safty issues and must be completed to code requirements. Click HERE for Guidelines.
CDBG HOMEBUYER Loan Program: To assist low to moderate income households in realizing the dream of home ownership by providing a deferred payment, second mortgage loan as a down payment to an eligible first mortgage loan (with monthly payments, including property tax and insurance impounding) for qualified homebuyers while funding lasts. Lead Based Paint Hazard Evaluation and Mitigation Grants: Many City of Eureka loan programs allow limited grant funds to address the funding of required Lead Based Paint Hazard initial inspections, evaluation and mitigation costs due to the lead based paint. Click HERE for more information.
Other Neighborhood Improvement Programs
Dumpster Program To encourage the removal of large pieces of trash and unsightly debris from Owner-Occupied residential properties and neighborhoods. The City works in collaboration with the Eureka Police and Fire Departments and Humboldt County Environmental Health for properties located within the city limits of Eureka in need. Graffiti Clean-up This program is sponsored by the City of Eureka with the cooperation of Shafer's Ace Hardware to remove graffiti from residential neighborhoods.
